DESCRIPTION:About Council Meetings\nCouncil meetings for the Rural Municipality of The Gap No. 39 are open\, transparent\, and structured to support effective decision‑making on behalf of the community. The information below explains how meetings work\, what residents can expect\, and how to participate. \nRegular Council Meetings are held on the second Wednesday of each month in the Council Chambers at the RM Office\, unless otherwise noted in the Annual Meeting Date Notice 2026 (RM). Meeting dates are subject to change. Any updates will be posted at the RM Office. \nMeeting Process \nCouncil follows a formal agenda that includes reports\, correspondence\, bylaws\, financial matters\, and other municipal business.  Items submitted by the public or outside agencies are reviewed as part of the regular meeting unless they require special notice or a public hearing. \nTopics Council May Discuss \nCouncil may consider a wide range of municipal matters\, including but not limited to: \n\nRoad closures\, lane closures\, or intersection modifications\nSale\, lease\, or disposal of municipal land or buildings\nSelling or leasing land below fair market value\nBusiness restrictions or separation distances\nBorrowing\, lending\, or guaranteeing loans\nSpecial taxes and use of special‑tax revenue\nPurchasing policies\nSale or lease of municipal mines and minerals\nEstablishing business improvement districts\nCouncil or committee remuneration\nChanging the number of councillors or establishing wards\nAmending or repealing bylaws that originally required public notice\nMatters requiring a public hearing under The Municipalities Act\nIssues brought forward through valid public petitions\n\nObservers \nMembers of the public are welcome to attend regular council meetings as observers. Observers may listen to the discussion and follow the agenda but do not participate in debate unless they are scheduled as a delegation. \nIf meeting dates or times change\, updates will be posted at the RM Office. \nDelegations \nResidents\, businesses\, or organizations wishing to speak directly to Council may request to appear as a delegation. \nTo be added to the agenda: \n\nSubmit a written\, legible request to the RM Office no later than the Wednesday before the meeting.\nDelegations may include up to four representatives.\nPresentations are limited to 15 minutes.\n\nDelegations provide an opportunity to share information\, raise concerns\, or request action from Council. Council may ask questions for clarification but typically makes decisions later in the meeting. \nSubmitting Information to Council \nAll correspondence submitted to Council becomes part of the official meeting record and is public.\nTo be included on the agenda\, materials must be submitted by the Wednesday prior to the meeting.
